if memory serves...they were not supposed to be IN last years--it was an oversight, and they decided to NOT fix it--well guess they fixed it for this year (they actually fixed something

You don't need to do them in a certain order. Just be on when the mission you want to do is active.

Is this something new? or did I just hit the right times for the past few years. I remember doing all the quests last year on all my toons one after the other without having to wait for them to be available.( or am I confusing it with the New year festival)

Actually cupcakes were a part of 2009 and 2010 Dragon Fest.

I think you are confusing the quest chain with the missions also available at certain points in time.
